I Want To Publish My Fb Page & There Is No Box That Says Publish Or Unpublish

I just got finished with my churches fb page and in the help info it tells me that I should see a box at the top of the page that says "publish" or "unpublish". There is not box like that. In addition, it says that I can publish through the edit page settings. There is nothing that says publish or unpublish in that page either.
