Top Rack Not Getting Water

The wash bar for the top rack is not getting water. I pulled the dishwasher out and could see the water slowly move up the tube in the back once I started the dishwasher but there is not enough pressure. The bottom rack works fine. I noticed there is a ball valve that blocks the water to the top rack. It does not appear this is opening when the wash cycle is started. I have looked at the diagrams and it almost appears to be the check ball but I don't see how that would limit the flow of water. I'm not sure how to resolve this issue and need help.

Hello! I would like to help but I would need more information.  What are you referring to when you say “ball valve”? Typically if the top rack is not getting clean, either dishware is blocking the spray arm or the spray arm is not rotating fully and not providing significant water coverage.
