Blue Plastic Inserts In W/h Pipes

i have a new GE 40T06AAG water heater; the cold and hot water pipes in the top have what looks like a blue plastic insert in them;  what is that and do they remain in the pipes when I install the w/h?

yes. they remain in the pipes. they are non-metallic dip (or heat trap) tubes. your w/h should have a caution placard near one of the tubes to inform you not to apply heat at the connections near these tubes.
