I Have 2 Questions First My Bill Is Real High I Need To Stop Some Paying Apps Th
that ive got not my music apps everything else & on my android phone my google process gapps has stoped i accidently stoped it please help

As far as restarting your gapps(google apps) thats easy. When your device initiates a service that uses them, it will start the processes on its own as long as you didnt uninstall it.
As far as your paid apps, you need to read carefully on Play and the apps website(s) and make sure you have opted out of the recurring services. Sometimes uninstalling an app doesnt mean you arent signed up for the service. If the app was a one-time purchase (either to download from Play or an in-app unlock) then you shouldnt be charged anymore unless you count whatever data usage you incur using the app.
