The site states that all of the backgrounds are free to use. Thus, I would assume that the site owners have rights to the image.

All the images hosted by a website would be most probably owned by the site only. So, If you need to contact the site owner you can have a whois lookup on the domain name from www.WhoisXY.com . This would give you the registrant contact information. Good luck mate.
