I Can Not Send Picture Attachments When On My Home Wireless From Smart Phone.

I have worked with Verizon and Time Warner..each of whom referred each other. TW suggested I call Google...the only number available is their Adds line...will this actually connect me to a person? The Verizon tech thinks it would have something to do with the size of the pictures...but one picture is too much? Any suggestions?
