How Do I Cancel My Health Net Policy?

Has anyone successfully cancelled their Health Net policy and received a refund? I feel like they are giving me the run-a-round!

Health Net cannot cancel prior to the approval from Covered California. The member can call Health Net's Membership Department at 1-800-839-2172 at least 14 days in advance to request a prospective termination. W22; Health Net submits the request to Covered California.
