Why Am I Getting Error 346*

Error 346 means the connection was interrupted. Try a different phone cord or jack. If you have a voicemail service that 'pulses' the dial tone when you pick up (to let you know you have messages), it can cause that error too; try clearing the messages.
Adding the +1 is normal when dialing with the area code (using a 10-digit number). If you weren't using the area code, try it.
Otherwise, as a last resort, you can try resetting the fax back to factory default:
-turn off and unplug.
-Hold the # and 3 keys down while plugging in the power cord. If that doesn't work, try # and 4.
Good luck!
