Fails To Power On

PC was sent to a local repair shop to correct video display problem. It was returned with the wrong video card installed and does not power up.

Unfortunately, power problems are not related to your video card. Obviously, your HP Pavilion Elite m9000 computer is experiencing lack of power from the power outlet. It would be better if you take it to the local repair shop to perform the repair for your computer. This is because they all have the tools needed for repairing computers.
