Why would the hotel change your rate and not inform you?

It shouldn't. You haven't provided many details, but this is not good business practice and under some circumstances my be illegal. Here are some steps to consider, as may be applicable to your situation:
- Call back the hotel, and politely but firmly ask for a manager
- Call Holiday Inn's customer service (use the contact information here--https://www.contacthelp.com/Holiday%20Inn/customer-service)
- Complain to one of the applicable consumer agencies, as listed at https://www.usa.gov/state-consumer/
- Complain to corporate: use the corporate contact information here--http://www.corporateofficeowl.com/Holiday%20Inn/Corporate%20Office.
- Consider a complaint site like https://www.gripeo.com/ or http://www.consumeraffairs.com/, or to https://www.yelp.com/, each of which is designed to get action from the offending companies
