Charged A Fee For Smoking! Room Wasnt Clean To Start!

The company that i work for had rented the rooms for us for a week . when i got to the hotel i was asked to give a card incase of damges i dont agree to this but do it because i am tired i am the guest on the room not even the main person i thought that when she got there they would take her information also. How can they charge me a smoking fee when i didnt smoke in the room and also the room wasnt clean when i got there i had to take a bottle of half drank champion to the maid and request new towels after being there not even 5 mins.
