Temperture Will Not Stay Where I Set It

I set the times and temp , temp on all them 72 degrees.it shows 65 currently in the house, I will go into the change temp temporarily and it shows 76, but it never comes on, sometimes , i will raise it to like 80 m it comes on , but doesn't stay on Its like it keeps defaulting to 65 i noticed on the manual just now that it said set normal temp and the energy saving temp lower. Where is the energy saving temp( how do you change it) maybe it it defaulting back to that. what should I do
