Fan Won't Turn Off, Help Please.

i noted the replace battery light came on.  so we have. before and ever since, the fan has not stopped i also think emergency heat unit is still on also even after turning off.  tried turning to cooling and standard heat and all it does it blink.  Can someome please help thank.
