Password Reset Email Confirmation

While checking my Hotmail account info, I discoverd that the email address listed to confirm a password change is not mine (and never has been).  When I attempt to remove this strange email address, I cannot because Hotmail sends a request to this unknown email address requesting confirmation.  Essentially, this unknown email account holder is holding my account hostage.  I have requested that this strange email be marked for removal.  It now shows in my accouint as "LOST".  However, in order to add my real alternate email address, Hotmail must receive confirmation from the strange email account.  Is this the correct proceedure to remove the strange email from my account info?  Someone please help me!  THANKS!
