Why Was Security Code Not Sent Despite Filling In Form To Get Back My Account?

I'd been trying to sign into my hotmail account since yesterday, 6/13/13. I'd to verify my password many times but still failed to do so. I filled in a form to get a security code from hotmail. The form stated that I'll receive a security code by text or phone but I'd not received any after 24 hours. I'd recently paid an annual fee of about USD91 to MSN for better security and service, and didn't expect this ironic turn of event.
