The first thing you should do is change your password. If they also changed your password and security answer/alternate email address, it first needs to be verified. You can initiate the process of recovering your hotmail account here:

https://windowslivehelp.com/PasswordReset.aspx

When you get your account verified and change the password, it should be changed to at least 7 characters, contain upper and lower case letters, numbers, and a special character.
