How Come My Hotmail Is Saying It Is Comprimised?

I cannot get into any of my emails and it won't let me change my password in either hotmail address

After several unsuccessful sign in attempts, Windows Live ID automatically sets a "locked out" period. This prevents access to your account, even when the correct password is supplied for security reasons.
