If your hotmail is blocked, you cannot actually get it back again. This is because your blocked email address is from the server side, and administrators of Hotmail could only the one who can reinstate your account again. The best thing you can do is to send a formal email message to the administrator of hotmail email provider and request for your account to be reinstated.
