Cant Get Into My Hotmail Account

I cannot get into my hotmail account password wont work, have not changed it,and when I request a reset code to cell phone that wont work either. Now it says I have tryed to sign in too many times

If you cannot change password via conventional methods (ie - through security answer, alternate email address, or cell phone number), it first needs to be verified. You can initiate the process of recovering your hotmail account here:
https://windowslivehelp.com/PasswordReset.aspx

When you get your account verified and change the password, it should be changed to at least 7 characters, contain upper and lower case letters, numbers, and a special character.
