Someone Seems To Be Using My Hotmail Account. I Need Help?

i have tryed resetting my account but i havnt sent emails to anyone in the last 3 days. i had sercurity questions which i know are right but because someone seems to be using it other then me you guys are saying its wrong and wont even let me make a new account. i dont know how this has happened so i need help asap and it not something i can pay for with cash.
