My Account Was Hacked & Hotmail Says I Failed To Prove My Identity. What Do I Do

The hacker, who used the "help, I'm in London scam, apparently changed both my password and my "secret answer." I filled out the reset request form to the best of my ability, but the response was that I "have not passed our validation criteria." I have vital information on that account and must get access back. Is there someone I can call, or what steps do I need to take now? Also, I want to be sure someone is investigating this, because this person seems to have done this to a lot of people. Thanks!
