Additionally, If you cannot change password via conventional methods (ie - through security answer or alternate email address), it first needs to be verified. You can initiate the process of recovering your hotmail account here:

When you get your account verified and change the password, it should be changed to at least 7 characters, contain upper and lower case letters, numbers, and a special character.
After several unsuccessful sign in attempts, Windows Live ID automatically sets a "locked out" period. This prevents access to your account, even when the correct password is supplied for security reasons.
