Why Can't I Find A Phone Number To Get Help. My Email Account Has Been Blocked S

What causes email accounts to get blocked. The 1st thing I tried was in response to the message telling me it was blocked when I tried to sign on. They asked a lot of very personal questions which I refuse to answer. Then I got to a screen that said they would respond, but it would cost $39 and I was asked to provide my credit card #. Surely, hotmail is a better provider than that. Surely someone can unblock my account which I have had for many many years. You ask for an email account below--I will have to give you a secondary account because my main account is blocked!!!
