Ing Direct Check Never Cashed

Iam one of the customers of netbank which is takenover by ING DIRECT by the end of 2007 .the remain balance on my deposit account has been mail over to me i'm residing now in overseas in canda that is by the mid of late 2008..check was from ING DIRECT the beneficiary is me .whever since i did not have a banking account at that time i endorse me check over to my brother as ,third barty check, his bank declined the check i did not have the chance to come back to usa as i was planning to face the situation sooner.Any how i need to know if it is possible to reissue a new check giving iam still have to orignal check  or even to open a deposit account in ING DIRECT deposit there?....please assist me in the best way to rectify this situation THANKS.
