What Is The Green Light Around The Ignition Switch

my daughter has an electrical drain on battery is this my drain

I wouldn't think so. The highlighted switch plate is designed to come on and make it easier to insert the key. I would look elsewhere for the power drain.

Check to see if it goes off after you leave the car.  If it does not then yes it could be the drain on her battery.  I have the same problem.
