Camera Does Not Turn On Or Of. Camera Buttons And Controls Do Not Function

after i done a formattescion to my pc, i forgott to download the camera driver again and, at the start , when i connected the camera to the computer , i done this , without make sure the pc was connected to the internet. i tryed to turn on the camera three time ,but nothing. the camera light was closed and the camera seem blockade i attempted to do a charge to the camera , and do not happen nothing. thank you for the help
