Oval Burner Only Burn A Low Flame. Should It Also Produce A Tall Flame?

The oval burner only burns with a low flame. Should it's flame get as big as the flames on the other burners? We have tried to adjust the flame through the knob. Initially it would't light at all, we had to jump start it with a match. Now it comes on as it should be the flame remains low.
