Horn Continually Activated

horn continually activated , disconnected wiring at horn. Is the problem the horn relay , if so where on the vehicle is it located? Is it possible the problem lies within the steering wheel at the point of contact when pressing on the horn pad, if so how do I gain access to the mechanism behind the horn pad?
