How Do I Get Linkedin Premier? Just Noticed I Am Restricted.

I just noticed that I have a restricted account and tried to get a premier account and it wouldn'tshow the prices a couple days ago. Let two messages with the help section and I understand ittakes 2 weeks to get any response if any at all.
