I Have Been Trying To Contact Customer Service At 800-223-7440

I have attempted to call customer service which is supposed to be available until 2am est 7 days a week. Well, this is the second time I've been attempting to reach L&T, it is now 11:40 pm cst which I believe they are still supposed to be available but I cannot seem to get anyone to answer, I'm being told "all of our agents are currently busy, please hold for the next available representative" my first call I was on hold for about 20 minutes and this time I've been on hold for 38 minutes. They should be available for a little over another hour ... I hope I don't have to hold another hour. What is going on?
