The pulley is coming off because inertia is exerted on the pulley in the loosen direction when the Dryer stops.  The fan has enough weight to be a problem when the dryer stops because the drum stops almost immediately,  but the blower has very little friction to slow it, so it exerts that force against the belt causing it to loosen.  To solve the problem I would apply a liquid thread lock prior to tightening the pulley on the shaft. Make sure it is torqued down good, but br careful not to over tighten.  i don't have any specifications on the torque that should be applied.  Be very careful to not get the thread lock in the bearing! Use only the type thread lock that you can break loose with tools. Loctite (Blue) maybe.
