Freezer Not Freezing, Sides Around Door Are 'hot' Not Warm. Repair? Replace?

After the last huge storm, we were out of hydro for 3 days. This unit may of suffered a power serge as the hydro initially was going in & out.  The fridge section appears to be working ok however the freezer has now been boosted to the coldest setting & does not freezer solid.  The frame sides around the freezer section only are hot to touch, they could actually give aminor burn if you were stupid enough to keep your hand there.  Is this a repair or replace issue?
