Busy Signal
When people call my cell they get a busy signal and I can't dial out.

Try waiting a few minutes and make the call again. If you still can't get through, turn your phone off and on again before attempting another call.
If that doesn't work then the memory is probably overloaded, perhaps a battery with low charge or faulty SIM card. You should call your network provider.
