Rubber Debris Under Center Housing

A lot of rubber debris is deposited after use. Something is not right with the inside of the main wheel. How can this be fixed? I can't even get the plastic wheel covers off to open up the main wheel housing. Any advice? Something must be off center and rubbing on the main wheel, or maybe it is just old and oxidized and needs to be replaced...
