Why Are The Lights Not Working?

I changed the batteries and the lights are still not workin.

Your replacement procedure was likely faulty. Review carefully the instructions on the two manual pages starting at https://www.manualslib.com/manual/1025050/Omron-Bp652.html?page=11#manual.
