Kx-tg6641 - Can't 'join' An Ongoing Call With Another Headset

Standard cordless phone. the manual says press the talk button on a headset to join an existing outside call. Doing so results in "busy" showing on the screen and does not allow you to join the call. Have tried all combinations of handsets, including answering the call with the base unit speakerphone and trying to join the call with the base unit handset, etc.
