Can't Get Into Company Greeting Program Mode

I have a Panasonic telephone system KY-T7453. to program the company greeting for night mode, you are to push the intercom and 165 to get into the program, however when you push the 165 it will not go into the mode it , it shows 165:V.mail 01 and will just ring. Do you know how I can get this fixed?

I see no way in the manual for setting up an answering system. I suggest you start on page 15 for ways to direct calls to extensions or redirecting to a voice mail service.
