Flight Departure Time

If I bid on a ticket through Priceline, is there any way I can make sure that my departure flight leaves late in the day?

No, if you choose to name your own price (i.e., bid) then you will not know your flight times until after you have paid.

No. Priceline picks your times for you, one of the real downsides of Name Your Own Price.
