Hotel Bid Question

I am trying to bid for a hotel in NY City and received a notification from you that a four-star hotel has just been book for $115 in Midtown East but your site won't let me bid again, since I tried EARLIER in other parts of New York

Once you win a bid, you can't rebid.  If you don't win a bid and don't want to change location or star rating, you have to wait 24 hours to bid again. BTW this is HelpOwl, not Priceline.
