Are Rental Car Pickup Times Always 12:oo Am ?

I recently had to cancel a Car Rental because the pickup and return times were 12:00 AM ... a time which the car company was not even open. Are the pickup and return times always reset to 12:00AM ? If so there is never going to be a guarantee that the car will be available, requiring an upgrade to a model that is in stock. I feel that this may be intentional, in which case it would be FRAUD.
