Priceline Stoled $215.70.how Do I Get A Hold Of A Live Person?

Why do i get the run around with every company and why has priceline charged my bank card which they said declined when i attempted to make an airline ticket purchase? Why are they saying they didnt charge me? Why dont i have a ticket?
