How To Troubleshoot Redmax Recoil Assembly?

I replaced the recoil assembly on two redmax bc2600 trimmers. One starts great. The other one, the rope will not pull out. Should the pulley assembly underneath the recoil assembly turn 360 degrees? Is that why the rope wont pull?
