Can I Be Charged For Porting Out Ph Number 2 Week Before Contract Up

I ported out my phone number less then 2 weeks before the end of a three year contract with Rogers.  They want $100.00 as they deem that I broke my contract.  They have called serveral times to collect the money and now have cut off service to two remaining phones.  Everytime they call I ask them to record the fact that I would like someone from the correct department to contact me to discuss this as I do not have time to sit on hold on a buisiness phone for over an hour to start the chase for the right person.  Last time I got through to the correct person and she laughed and hung up.  I was prepared to pay for the charges incurrect for the last month of the contract but find the penalty unfair.  Can they do this.
