The Ryobi Doesn't Start. It Seems To Be Flooded. What To Do?

I would drain out the fuel that is in the tank. If iy old fuel it will have lost its ignition properties. Check you have a spark by removing the plug and pulling the starter with the plug lead attached and the body touching the engine casing. If you have a spark then clean the plug. I would use a new plug anyway as it has been found that plug failure is common on garden equipment. Another tip is to warm the plug over a gas flame prior to fitting in the engine. (Use pliers to hold it) This helps with initial ignition. If no spark the coil may have failed. Try the simple things first and if no luck post a new question with updated info on what you have done.
