My phone says "swipe screen or say wake-up command to unlock" Neither of which are working. The phone is stuck on the emergency dial screen. help

Hi. Start off by pulling out the battery > replace it > turn the phone on > retry unlocking the screen by swiping when prompted and observe >... You will sadly have to have the touch panel replaced should you still get no touch response. Unless in rare cases where the system may have crushed calling for a firmware reflash.
