Need Help Troubleshooting

When I plug in the power cord to the front of the bike, the screen back lights up blue but no information pops up. The buttons do not respond and the fan would come on either. I pulled the display apart and saw no char marks on the circuit board nor did it have any burnt odor. I noticed the power cord was soldered and taped in one spot. i just picked this up second hand. Any thoughts?
