Missing Parts???

We purchased the Schwinn 26 inch 1 speed Adult Tricycle and it was missing several parts, including the rear drive guard which needs 3 nuts and bolts, according to the manual and also missing2 hook washers. Contacted Amazon to let them know we were missing these parts and they sent us a new bike , told us to take out the missing parts and they would come back and pick up the second tricycle. Well, long story short, the second bike that they sent out does not have these parts in the box as well. Does this particular bike not require these parts???
