Bank Wire Transfer

if a wire transfer is being made to a person's account .Then will the person be enquired through phone call?If enquired and if the person has not attended the phone call will he be asked to maintain a certain amount of money in his skrill account to verify his identity?

More info: You can send money to anyone with a valid email address. For them to collect their funds they need to register an account with Skrill. If they don't already have a Skrill account, they'll receive instructions by email on how to create one - a process that takes moments.
