Skype Subscriptions

I have just bought an unlimited world subscription, but when I phone my sons mobile in Thailand I get charged for using skype, on top of my subscription. Should I be getting charged? He has skype on his phone but cant get it to work, it will not connect. Is there anything we can do to fix this?
