Not Able To Use Skype Credit Though I Have Have Been Billed For The Subcription

Dear Sir/Madam: I am a skype user in Bangalore, India and have been billed for Euro 10.49 as subcription fees for the all world plan. I am not able to make any calls whatsoever and am not able to get any help from skype. Not able to call anyone or directly contact for assistance. This is really terrible and I least expected this from a this professional organisation. if they are unable to provide the services, they shouldrefund the amount. The support network is not of ,uch help for resolving the issues. Cn you please help. Needless to say, I look forward to hearing from you. Take care and have a nice day. With best regards.
